From his reputation as Governor, he made decisions his own way, critics be damned. If he thought a particular criminal deserves clemency, he gave it to them, no matter what the victims family felt. He was a decision maker, you elected him to do so, so you had to live with his decision. If you disagree with a decision he made as Governor, too bad, you will have to wait four years to correct it, he has a mandate from the people to straiten the problem out.
